City of Sitka Online
The City of Sitka in Alaska had a web presence that was limited to a series of static HTML pages designed to provide general information about the city to residents, businesses and visitors. Gary McCarty, IS Director for the city, wanted to move forward with more interactive browser applications designed to service the residents and businesses of Sitka. Sitka’s IS department did not have the in-house resources necessary to build the application. With approval from City Council, Gary contracted the services of BCD Consulting Group to assist with the development of a utility billing system and sales tax remittance system.
Utility Billing
The Utility Billing system, currently in beta-test, provides residents and business direct access to working with their utility accounts. This includes access to view account status, billing history and consumption history including graphing capabilities. It also includes secure on-line payment processing.

Sales Tax System
The City of Sitka collects a sales tax directly from local business which is a percentage of goods and services sold. The new browser based application built with WebSmart provides secure access to view sales tax history and file a return on-line. The system calculates sales tax due using two different seasonal tax rates, penalties if the apply and pre-payments if they have been made. The system then provides a formatted summary suitable for printing and accepts secure on-line payments.

User Accounts<
Residents and business owners will often manage multiple accounts. For example, a single person may own their own home, one or more rental properties and one of more businesses. The system recognizes this and supports the ability to associate all these accounts under one user profile. That means that one secure login provides access to all this information!
